Statusbar source code in android

The status bar does not have an "androidmanifest.xml file". The status
bar is part of the operating system -- it is not an application.

Questions regarding modifying the firmware for your own devices should
go to the [android-porting] Google Group.

2. how uses-permission works

I am puzzled by permission usage, I do not know how an applicaiton
check a request from other apps by permission, for example, it seems
any applicaion can use call function if he declare <uses-permission
android:name="android.permission.CALL_PHONE"/> in his
and not other permission check.
is my understanding right? if right, this permission seems no sense.
can anyone help to make clear about it? Any ideas would be helpful.
