Is it possible to read cellular-network messages?

I wonder if it is possible to read messages of cellular network in
Android? By this I mean all those beacons that are transmitted by
cellular network, all the requests for registration, connection etc.
It would be great to see this in Java part of Android, but if it is
possible only in lower parts of the framework, it won't be so bad.

1. Maps API access to SKY Tiles

I'm interested in accessing the Sky database using the Maps API in
Android.  While there are direct methods for boolean queries and
setting states for traffic, satellite, and streetview I don't see
anyway to change to the Google Sky database.  The javascript Maps API
has sky, mars, moon and much more but that would require I do all my
programming through the browser as a web app.  I would really prefer
to use a MapView and take advantage of the Android OS.  Does anyone
have any suggestions on how this could be done?  Is there a way to
utilize Maps API commands (the javascript version) from within Android
(ie: mapview method to change map tiles to sky tiles)?

2. locationmanager,getLatitude function

I am a newbie android developer. I am trying to simulate gps
functionality in android sdk 1.0.

I am using location manager  to get getlatitude function.
