CPM plugin and root privilege (donut)

 If I made original CPM plugin "libmyplugin.so", I must need root
privilege to do these actions. Is it right?

(1) copy libmyplugin.so into /system/lib.
(2) copy myplugin.cfg into /system/etc.

And, How to add a original CPM plugin "in dynamic"  by user's
application, without root privilege ?

 If you build your libraries as part of the system image, or include
them as "prebuilts", then the libraries and the .cfg file will get
automatically pushed to the desired location.

1. How to add my modules into android kernel from outside of kernel src tree?

I put my  module src files of helloworld into vendor/xxx/modules and I
want to add my driver modules into android but I can't build it.
this is my Makefile, it's simple

obj-m += Hello.o
modules:

when I "make modules" the following error occurs

 ERROR : kernel configuration is invalid.
               include/linux/autoconf.h or include/config/auto.conf
are missing.
               Run 'make oldconfig && make prepare' on kernel src to
fix it.
