 I would like to use OpenCore H.264 decoder to decode my own data, is
it possible?

I am wondering if all OpenCore decoder/encoder/muxer/demuxer follow
OpenMAX IL?

Any comments would be appreciated.

Yes.
The codecs are. The muxers/demuxers (what we call parsers/composers)
are not.
