Can android application overwrite the volume down/up key's behavior?

I want to development a application, which want to use volume down, up
key to do something I need.
For example, when the user click the volume up button, a dialog pop-
up.
Can I do that ?

1. Wow. Why isn't the 1.5 emulator working...

After weeks of trying to get my service to run on boot & an interval
via AlarmManager I finally found out the problem. Can anybody help me?

If my workspace is for sdk 1.5, the service NEVER RUNS ONCE.
If my workspace is for sdk 1.0, USING THE 1.0 EMULATOR, NOT THE 1.5
EMULATOR, it works perfectly.

Is this a known bug? Why is it only working on the old SDK? Is there
an additional permission I need?

2. PhoneFactory.getDefaultPhone from apps other than PhoneApp

Hi,

I am trying to call PhoneFactory.getDefaultPhone from a new
application so that I can access its invokeOemRilRaw* functions. But
it gives me a  "java.lang.RuntimeException:
PhoneFactory.getDefaultPhone must be called from Looper thread" error.

Is this possible ? Or is this function dedicated for the PhoneApp
only ?
