Is there any way to get Google to sign your app?

 I'm pretty sure the answer to this question is a big NO, but I was
wondering if Google had a program where they would sign your app so
that you could be granted certain "signed" permissions? If not, is
there ANY other way to get granted these permissions?

I submitted my adc apk to MarketPlace by mistake. When I reliazed it, I
found that I can't delete it from MarketPlace, so that I can't submit the
same apk to adc site because it always prompts the same package already

2. How to kill background applications?

Hi, I am currently writing a program to kill processes that the users
choose to end. From the logCat, I notice that a Signal 9 has been sent
to the application but the process is still running. I am only able to
kill my own process through the code below. I understand that the
kernel only allow killing of processes that have some relation to my
program, but how do I kill other processes other than my own? Please
