 I think the suggested way to do this is by means of a "vendor addon".
There is an example addon in mydroid/vendor/sample that you can use as
a starting point.

Being unlocked (or not) has generally nothing to do with its
usefulness as an test device for Android apps. Feel free to purchase
and use a locked phone if that makes sense for you.
