How to specify the library classpath when deploying from Eclipse

 I'm try to run an application that I built using Eclipse. My
application is supposed to use a library and to get extra parameter.
When using directly the command line to run my application (adb
shell), I have no problem to set the classpath of my library and to
specify any parameter, but when I deploy with Eclipse, how can't find
how to set these values required at runtime ?

What is the difference between starting an new Activity by case :1 and
case: 2

case : 1

           Intent i= new Intent("com.android.google.Anyname")
           startActivity(i);

case: 2

           Intent i = new Intent(this, newActivity.class);
           startSubActivity(i, ACTIVITY_CREATE);

what is the scenario which decides to chose between those two options
to start an Activity
