1. Users are having trouble downloading upgrades to paid apps

I'm getting some messages from my users that when they go to download
an upgrade for my paid app, it just sits and downloading forever and
does nothing.  Any ideas?

on my account

This does not seem right, especially if someone is buying more
expensive applications, or using a one time use card.
